The compliance architecture for Finland's new framework - identity verification, player monitoring, self-exclusion, AML, KYC, and ongoing reporting to a regulator that did not exist six months ago - does not come bundled with the platform contract. The responsible gambling design doesn't come bundled. The CRM strategy for a market where Veikkaus held a complete monopoly and players have no basis for comparison doesn't come bundled either.
SpinCore has 15 months to July 2027. That sounds like a long time. It is not.
I have run this process. Platform selection is the part where everyone is still in agreement. Everything after it is where the actual decisions happen - and where the operators who prepared differently become visible from the ones who didn't.
Finland will have 40 to 50 licensed operators.
The number who were actually ready will be smaller. We'll find out which is which in 2028.
