The First Operator Has Entered Finland. Who's Next?

SpinCore just filed for a Finnish license via Finnplay. First name on the board.

The industry will treat this as a race announcement. Forty to fifty operators are expected to apply in total. The race is on.

Here is what the race actually looks like from inside an operation.

Platform selection is one decision. It is not the work.

The compliance architecture for Finland's new framework - identity verification, player monitoring, self-exclusion, AML, KYC, and ongoing reporting to a regulator that did not exist six months ago - does not come bundled with the platform contract. The responsible gambling design doesn't come bundled. The CRM strategy for a market where Veikkaus held a complete monopoly and players have no basis for comparison doesn't come bundled either.

SpinCore has 15 months to July 2027. That sounds like a long time. It is not.

I have run this process. Platform selection is the part where everyone is still in agreement. Everything after it is where the actual decisions happen - and where the operators who prepared differently become visible from the ones who didn't.

Finland will have 40 to 50 licensed operators.

The number who were actually ready will be smaller. We'll find out which is which in 2028.
